You’ll need to buy the remaining costumes through the two in-game stores that each have different character customization costumes to buy. Not all costumes get unlocked by completing Story Mode. (Skip the cutscenes to get it done faster.) The new characters are all from the last chapters of the manga/anime titled “In Hell” to “Kaguya, the Violent Goddess (Part 2)” & the ending.
